It is worn by Titania, the queen of the fairies in Shakespeare’s vision. The playwright took the character’s name from the Titans, deities from the Greek mythology, therefore, the costumer was probably influenced by Ancient Greek dress. However, the result is only loosely-based on the real fashions of Greek Antiquity and more like an over-stylized version of those. You can get a pretty good idea of the work of a costumer, the imagination and attention to the tiniest details that it requires.
